Croatia replaced the kuna with the euro on 1 January 2023, making this souvenir note an oddity with real historical footing — it commemorates a currency that was already in its final year of legal circulation when this was issued. The Eurosouvenirs programme, operating under the European Central Bank's zero-denomination framework, has produced these collector pieces for dozens of destinations, but the Croatian edition carries the additional weight of marking a genuine monetary transition rather than simply celebrating a tourist site.
Oberthur Fiduciaire printed this on genuine banknote paper with security features, which is part of the programme's appeal and its legal standing as a zero-value instrument.
