EuroSouvenir notes occupy an odd niche — legal in design terms because the zero denomination places them outside EU counterfeiting statutes, yet produced to the same security printing standards as circulating currency. Oberthur Fiduciaire, which prints genuine banknotes for multiple central banks, runs these on the same substrate and with the same intaglio discipline as their sovereign contracts. The Crete edition is part of a broader Greek tourism series issued in 2022, signed by R. Faille in his capacity as EuroSouvenir's authorizing signatory rather than any central bank governor.
