The 0 Euro souvenir series launched commercially around 2015, with Oberthur Fiduciaire producing polymer versions for the tourist market — legal in format but carrying no monetary value and never intended for circulation. This Colosseum issue is one of dozens of site-specific pieces sold directly at tourist locations or through licensed distributors, the entire concept resting on a legal quirk: no EU regulation prohibits issuing a zero-denomination note.
The polymer substrate here distinguishes it from the more common paper 0 Euro issues in the same series.
