The zero-euro souvenir note program, administered by the European Banknote Memory Organisation (EBMO) and distributed through regional tourist offices and city attractions, launched in 2015 and quickly became a minor collecting phenomenon across France. Oberthur Fiduciaire prints these to genuine banknote specification — same security paper, same intaglio printing processes used for circulating issues — which gives them a tactile authenticity that distinguishes them sharply from conventional tourist ephemera.
Clermont-Ferrand's entry in the series appeared in 2020. The notes have no legal tender status anywhere, but that was never the point — each city edition is produced in a fixed print run, and the Clermont-Ferrand issue sold primarily through local vendors and the tourist office in the Auvergne capital.
