EuroSouvenir's zero-denomination issues are a legally clever product: printed to European Central Bank dimensional and security specifications, they carry no monetary value and therefore require no central bank authorization — just a cooperative licensed printer. Oberthur Fiduciaire, one of the continent's major security printers, has handled much of the series production, lending these collector pieces the same substrate and print quality used in genuine circulating notes.
The Cleopatra theme places this squarely in the tourist and gift market rather than any numismatic tradition. R. Faille's design credit is consistent across several EuroSouvenir releases from this period.
