EuroSouvenir notes occupy a peculiar niche: legally valid as euro banknotes under a European Central Bank framework that permits zero-denomination collector issues, yet entirely outside normal monetary circulation by design. Oberthur Fiduciaire, one of the few security printers with longstanding ECB approval, produces the series to the same substrate and anti-counterfeiting specifications as genuine euro banknotes — the zero denomination is the only thing keeping them off cash registers.
Dinant's citadel, perched on the Meuse limestone cliff since the 11th century, is among Belgium's more photogenic fortress sites. Whether the note sells well at the gift shop is another matter entirely.
