The zero euro souvenir note program was formalized around 2015, with Oberthur Fiduciaire securing the contract to produce these collector pieces on genuine banknote paper using the same intaglio security printing techniques applied to circulating euro notes. Cigoland is a children's amusement park in Kintzheim, Alsace, and this note belongs to the wave of regional tourist attractions that adopted the format as a low-cost revenue stream. The denomination is legally meaningless — the Eurosystem explicitly permits them precisely because they carry no monetary value.

Oberthur's involvement is the one genuinely interesting technical point here: the same Chantepie facility that prints West African CFA francs ran these off alongside sovereign currency.
