The 0 Euro souvenir program was launched in 2015 by Richard Faille's Eurosouvenirs operation, which licenses the European Central Bank's note design format for collectible issues with no face value and no legal tender status anywhere. Oberthur Fiduciaire prints them to genuine banknote specification — security thread, hologram, correct substrate — which is precisely why they sell. The ECB tolerated the scheme partly because the notes are unambiguous novelties and partly because the denomination zero makes counterfeiting law a moot point.
By 2018 the catalog had expanded well into themed tourism and infrastructure subjects, of which this China High Speed Rail issue is one. Faille's signature appears on all notes in the series regardless of subject.
