The "0 euro" souvenir note format was launched in 2015 by Richard Faille, who persuaded the European Central Bank that non-legal-tender collector pieces bearing the euro design could circulate freely as novelties without violating currency law — provided they carried a face value of zero. Oberthur Fiduciaire prints the entire series, which now runs to several hundred individual designs issued through museums, tourist sites, and cultural attractions across Europe.

La Cité de la Mer occupies the former Cherbourg maritime station, home to the submarine Le Redoutable — France's first nuclear ballistic missile submarine, decommissioned in 1991 and now the centrepiece of the museum's collection.
