The Chemin de fer de la baie de Somme is a genuine heritage railway still operating narrow-gauge steam and diesel services along the Picardy coast — one of the few in France to have run continuously since the 19th century without full closure. Oberthur Fiduciaire prints the entire Euro Souvenir program under license from the European Central Bank, which officially permits these zero-denomination pieces as collectibles provided they cannot be mistaken for legal tender.
The ECB's authorization, granted in 2012, is what makes the series legally distinct from mere novelty items.
