Zero-euro souvenir notes were formally launched in 2015 by Richard Faille, a French entrepreneur who secured authorization from the European Central Bank — which has no objection to privately issued notes denominated at zero, since they carry no monetary value and therefore fall outside currency law. Oberthur Fiduciaire, one of France's established security printers, handled production, giving these tourist pieces a level of technical finish well above novelty merchandise.

This Versailles example is numbered 01/15 — a run of fifteen, making it among the more limited releases in the series and meaningfully scarcer than the standard open-edition printings sold at visitor centers across France.
