The 0 Euro souvenir note program launched in France in 2015 as a licensed scheme under the European Central Bank's authorization — technically legal tender in denomination only, issued at a face value of zero, and sold at a markup that funds the issuing venues. Oberthur Fiduciaire, one of the contracted security printers for genuine Euro banknotes, produces these on authenticated security paper with the same anti-counterfeiting features found on circulating currency. The Château de Joux, a fortress in the Doubs near Pontarlier, was among the earliest subjects in the program.
Mirabeau was imprisoned there in 1777. So was Toussaint Louverture, who died in the fort's cells in 1803.
