The Euro Souvenir program launched in 2015 as a licensed novelty scheme — these notes have no legal tender status anywhere, but are produced to strict ECB-approved specifications by authorized security printers, which is why Oberthur Fiduciaire's involvement is unsurprising. Oberthur has printed genuine French and African banknotes for over a century from its Rennes facility.

Chantilly was among the earliest subjects in the French souvenir series. The single signature belongs to the program's commercial director, not a central bank governor — a detail that confuses new collectors more often than it should.
