The zero euro souvenir note program was launched in France in 2015 by a private firm operating under the EuroSouvenir brand, exploiting a legal quirk: euro banknotes of zero face value are not legal tender and therefore fall outside the ECB's strict currency regulations, allowing private entities to produce them freely provided they carry the standard euro aesthetic. Oberthur Fiduciaire printed the inaugural run, including this Cerza issue, bringing genuine central-bank-grade security printing — including intaglio and holographic elements — to what is essentially a theme park collectible.
Cerza, the zoological park outside Lisieux in Normandy, was among the first wave of French attractions to participate. The notes sold at the site for a few euros each and entered philatelic circulation almost immediately, rarely seeing a wallet.
