Euro Souvenir notes have no legal tender status anywhere — they are sold directly to visitors as collectibles, with Oberthur Fiduciaire producing them under license from the European Central Bank, which permits the zero-denomination format precisely to avoid any conflict with genuine currency law. Cerza, the zoological park outside Lisieux in Normandy, joined the program in 2020. The notes are typically sold on-site for two or three euros, which makes the face value the most honest thing about them.
