The "0 euro" souvenir note program, administered by Euro Souvenir and printed by Oberthur Fiduciaire, exploits a quirk in European monetary law: denominations bearing the euro sign are legally permissible as long as they carry no positive face value and are never offered as tender. The program launched around 2015 and has since produced hundreds of licensed issues for tourist sites, museums, and zoos across the continent. Cerza, a zoological park in Lisieux in Normandy's Calvados department, joined that roster with this 2020 issue. Engraving credit goes to R. Faille, one of the named craftsmen Oberthur regularly deploys on collector-grade intaglio work.
