EuroSouvenir's zero-denomination collector notes are legal-tender novelties issued under a Banque de France framework that permits their production as genuine euro-format souvenirs — printed to full security specifications by Oberthur Fiduciaire, the same contractor behind numerous African and Pacific franc-zone issues. The Celle Altstädter Schule piece is one of dozens of German municipal and heritage subjects commissioned through this program, each site paying to have its note produced and distributed locally.
Oberthur's involvement is the main technical point of interest: the notes carry genuine intaglio printing and security thread, making them considerably more expensive to produce than they superficially appear to warrant.
