Euro Souvenir notes are legal tender novelties issued under a European Central Bank framework that permits commemorative zero-denomination pieces to circulate as collector items rather than currency. Oberthur Fiduciaire, one of the continent's major security printers, produces the series — the same firm responsible for banknotes for dozens of issuing authorities worldwide.
Saint Isaac's Cathedral in Saint Petersburg is an odd subject for a Euro Souvenir note, given Russia's complete absence from the eurozone. The series has occasionally drawn criticism for straying well outside European geography in pursuit of tourist market sales.
