Euro Souvenir notes are an officially licensed souvenir product of the UEFT (Union Européenne des Fabricants de Timbres et Billets de Banque et autres valeurs), issued without any legal tender status but printed to genuine banknote specification — Oberthur Fiduciaire produces these on the same security paper stock used for circulating currency. The zero denomination is deliberate; it sidesteps EU regulations that prohibit the reproduction of genuine euro denominations as novelty items.
Strasbourg's cathedral series reliably outsells most other UEFT locations, given the city's tourism volume and its role as seat of the European Parliament — ironic geography for a commemorative non-note.
