The 0 Euro souvenir program was launched in 2015 by Euro Souvenir under license from the European Central Bank, with Oberthur Fiduciaire producing the notes to full legal-tender technical specifications — same paper, same security features — despite carrying no monetary value. The Strasbourg cathedral issue was among the earliest in the series, capitalizing on the city's position as a seat of European institutions to generate strong tourist demand from visiting EU officials and parliamentary staff.
Construction of the cathedral began in 1015 and the spire wasn't completed until 1439 — the tallest structure in the world for 227 years.
