The 0 euro souvenir program was launched in 2015 by the UEFT, which licensed the European Central Bank's permission to produce legal-format collector notes with a face value of zero — meaning they carry no monetary obligation but are manufactured to the same security specifications as genuine euro banknotes, including intaglio printing and the embedded holographic strip. Oberthur's involvement guarantees that the physical production quality is indistinguishable from circulating currency, which is partly the point.

Strasbourg's cathedral took over 400 years to complete, and for a period in the early 18th century its single finished spire made it the tallest structure in the world.
