Laon Cathedral is among the earliest Gothic structures in France — construction began around 1155, predating Notre-Dame de Paris by a decade — which makes it a reasonable choice for the souvenir euro program that Oberthur Fiduciaire has been producing for tourism operators across Europe since the format was standardized. These notes carry no legal tender status anywhere; the "0 Euro" denomination is the point, a collector fiction designed to sidestep currency law while remaining technically compliant with EU regulations on euro-denomination banknotes.
Oberthur printed the series with genuine security features, including the same paper and some of the same anti-counterfeiting elements used in circulating issues.
