The 0 Euro souvenir note program, administered under license from the European Central Bank, allows regional tourism operators to issue legally denominated but non-circulating collectibles. Oberthur Fiduciaire — one of France's major security printers — produces the entire series to genuine banknote specification, which is precisely why these notes feel and handle like real currency despite having no transactional value whatsoever.
Catalonia's entry into the series arrived at a politically charged moment: two years after the 2017 independence referendum, whose legal status Madrid never recognized. Whether that timing was deliberate on the part of the issuer is unrecorded, but the choice to frame the region as a distinct cultural identity in miniature was not a neutral one.
