The zero euro souvenir note program launched in 2015 under the Europe and Coins brand (later reorganized as MECB), licensing the visual language of genuine ECB-issue banknotes for collector pieces with no monetary function. Oberthur Fiduciaire — one of the few security printers authorized to produce the series — applied the same intaglio and UV-security features used on circulating euro notes, a deliberate choice that keeps the souvenirs technically sophisticated rather than novelty items.

Cascais, the coastal municipality west of Lisbon, joined a catalog that by 2019 numbered in the hundreds of issued locations. R. Faille's signature appears on all notes of this production run regardless of the depicted subject.
