Euro Souvenir notes — issued under the SEDF framework and carrying legal-tender-adjacent phrasing without actually being legal tender — occupy a curious grey zone in modern notaphily. They are purpose-made collectibles, printed to the same exacting standards as circulating currency by Oberthur Fiduciaire, one of the major security printers behind genuine euro production. The 0 denomination is the tell: no central bank has authorized these for payment, but the security thread and watermark are entirely real.
