The 0 Euro souvenir note program, administered by the Union Européenne des Collectionneurs de Souvenirs (UECS), licenses participating sites to issue these Oberthur-printed pieces as retail collectibles — they carry no legal tender status anywhere and were never intended to circulate. Each site receives a unique serial prefix, making the Mémorial de Caen issues traceable within the broader series.
The Mémorial opened in June 1988, forty-four years after D-Day, built directly above a former German military command bunker used during the Normandy occupation.
