0 Euro - Caen - Le Mémorial de Caen

The zero-euro souvenir note program, administered by the UECS and printed by Oberthur Fiduciaire, launched in 2015 as a legal but non-circulating collectible — technically denominated so that VAT treatment in France would apply as printed matter rather than currency. Le Mémorial de Caen, which opened in 1988 on a site directly above wartime German military bunkers, is among the more historically loaded institutions to have commissioned one of these pieces.

Oberthur prints the series with genuine security features — eurion constellation, UV-reactive ink, microprinting — making them technically indistinguishable in production quality from circulating issues.
