EuroSouvenir's zero-euro collector note program, launched commercially around 2015, operates on an official licensing arrangement with the Banque de France and uses genuine security paper and Eurosystem-specification printing to produce notes that are technically legal tender at face value — which is, of course, zero. Oberthur Fiduciaire produces the series under the same quality controls applied to circulating currency, a fact that gives these souvenirs their central selling point.
