Oberthur Fiduciaire — one of the few security printers capable of replicating genuine euro banknote substrates and printing characteristics — produces them to a specification close enough to legal tender that the European Central Bank's official position explicitly addresses their non-monetary status. The Qatar 2022 theme is one of dozens issued that year, with production runs driven entirely by retail demand rather than any issuing authority's fiscal decision.
