The zero euro souvenir note program was launched in 2015 by Richard Faille, a French entrepreneur who licensed the European Central Bank's permission to use euro-style design conventions on a denomination with no face value and therefore no legal tender status. Oberthur Fiduciaire — one of the few security printers in the world capable of replicating genuine banknote production standards — prints these on proper cotton-fiber stock with UV-reactive inks and a registered serial number, which is precisely why collectors treat them as legitimate philatelic objects rather than novelty items.
Bordeaux's Cité du Vin, opened in 2016, made for an early and logical subject in the series.
