The "0 euro" souvenir note program, administered through the European Banknote Memory Organization, has produced hundreds of regional issues since launching around 2015 — all printed to genuine euro banknote specifications by licensed security printers, which is precisely the point. Oberthur's involvement gives these pieces authentic security paper and print quality indistinguishable from circulating currency by feel alone, despite carrying no legal tender status anywhere.
Bassins des Lumières, opened in 2020 inside a former German submarine base in Bordeaux, is one of the largest digital art centers in the world. The U-boat pens date to the Nazi occupation and were never demolished — the sheer scale of the reinforced concrete made it impractical.
