The zero euro souvenir note program was launched in France in 2016 by UEFR in partnership with Oberthur Fiduciaire, the same security printer responsible for a significant portion of actual euro banknote production. Using genuine security features — including the correct paper substrate, watermarks, and a serial number — these notes are technically non-legal-tender collectibles, yet they satisfy the legal definition of a banknote in terms of production standards. The Bordeaux issue was among the earliest regional releases in what quickly became a surprisingly robust collector market across France and neighboring countries.
