EuroSouvenir notes are a collector-facing product line authorized under a scheme that allows licensed retailers to issue zero-denomination pieces using the official euro banknote format — legal to produce precisely because they carry no monetary value and cannot be mistaken for currency. Oberthur Fiduciaire, one of the few security printers in France with the technical clearance to work in that format, handles production.
Bordeaux joined the series following its designation as a UNESCO World Heritage Site in 2007, a distinction that made it commercially viable for the tourist souvenir market.
