Bonaire sits outside the eurozone entirely — it uses the US dollar as its official currency — which makes a "0 Euro" souvenir note themed around the island a minor geographical absurdity that PECA has cheerfully ignored. These notes are a commercial product of the EuroSouvenir programme, legal tender for exactly nothing, sold as collectibles at tourist points of sale. Oberthur Fiduciaire produces them with genuine security printing features, which at least gives collectors something technically interesting to examine.
The R. Faille signature appears as PECA's CEO across the entire EuroSouvenir range, not as any banking authority.
