The EuroSouvenir program, launched in 2015, occupies a strange but technically legitimate position: these notes are printed by licensed security printers to European Central Bank dimensional and paper specifications, making them visually indistinguishable in format from genuine euro banknotes, yet they carry no legal tender status anywhere. Oberthur Fiduciaire, one of the few firms authorized to produce them, applies the same intaglio and offset processes used on circulating currency.
