EuroSouvenir notes are legal collector's items issued under a European Central Bank exemption that permits zero-denomination educational and commemorative pieces — they carry no face value and cannot be tendered as payment. Oberthur Fiduciaire, one of the major security printers behind genuine euro banknotes, produces these to full banknote specification, which is precisely the point: the hologram and paper stock are the same quality applied to circulating currency.
