The souvenir zero-euro note program, launched commercially by EuroNote Souvenir around 2015, turned Oberthur Fiduciaire's security printing infrastructure toward an entirely non-monetary product — legal-denomination notes that can never actually be tendered. Spain became one of the more prolific issuing territories, with individual attractions, zoos, and museums commissioning their own runs. Bioparc Valencia, known for its immersive African habitat design, joined that wave in 2018.
Oberthur produces these on genuine banknote paper with a watermark, which is what separates them legally and physically from outright novelty items. The ECB granted explicit authorization for the series, provided the face value remains zero.
