The zero-euro souvenir note format was officially licensed by the European Central Bank beginning in 2015, allowing private printers to produce legal-design-format collectibles provided they bear a zero denomination — rendering them non-monetary by definition. Fonderie Saint Luc, a Belgian print house, has been among the more prolific producers in this market, supplying notes to French regional tourism operators and municipal bodies across multiple series.
The French Riviera edition belongs to a wave of geographically themed issues aimed squarely at the tourist trade. The watermark is the only genuine security feature present — a nod to authenticity rather than any functional anti-counterfeiting need.
