The Euro Souvenir program, administered under license from the European Central Bank, produces these zero-denomination notes as collector pieces tied to specific tourist sites — Beynac being the medieval cliff-top village in the Dordogne, one of the most photographed fortified sites in southwest France. Oberthur Fiduciaire prints the series to genuine banknote specification, same security substrate and intaglio work used on circulating currency.
No monetary value, no legal tender status anywhere. The appeal is entirely philatelic, and secondary market prices track visitor footfall at the issuing site more than any printing variable.
