The 0 euro souvenir note program, administered through licensed distributors like UEVA, was formalized around 2015 as a commercial collectible — legal tender in no jurisdiction, face value intentionally zero, and openly sold at a markup. Oberthur Fiduciaire prints them to genuine banknote specification, which is precisely the point: the paper, the watermark, the intaglio feel all signal authenticity while the denomination signals none is claimed.
