The zero-euro souvenir note program was launched by the Paris-based company Eurosouvenir in 2015, positioning itself to capitalize on tourist markets across Europe by issuing legal-tender-denominated but valueless collector notes at prices typically between €2 and €3.50 each. Oberthur Fiduciaire — one of the few security printers in France with the infrastructure to produce euro-specification paper — manufactured these on the same banknote-grade substrate used for genuine currency, which is precisely what gives them their tactile appeal to buyers.
Besse-et-Saint-Anastaise and its Superbesse ski resort sit in the Puy-de-Dôme, Auvergne — a detail that matters only because this was among the earliest batch of regional French sites to enter the program in its inaugural year.
