EuroSouvenir's zero-denomination program, authorized under an informal agreement with the Banque de France and later extended across the Eurosystem, produces legal-look notes that are deliberately valueless — a controlled collector format rather than a monetary instrument. Oberthur Fiduciaire handles the print runs, which keeps the security substrate and hologram strip close to genuine euro production standards. That proximity to real currency manufacturing is the whole commercial point.
Berlin issues in this series sell at tourist locations and change hands at several euros each, a tidy irony for a note denominated at zero.
