The zero-euro souvenir note program — launched by the Oberthur subsidiary Euro Souvenir around 2015 — occupies a curious legal niche: printed to the same technical specifications and security standards as genuine European currency, yet assigned no monetary value by design. Oberthur Fiduciaire has produced them under license, meaning the watermarks and serial numbering are genuine security features, not imitations. Collectors treat individual city or event editions as limited-run issues, and secondary market premiums can be substantial for low print runs.
