Zero-euro souvenir notes are a French-originated concept — Oberthur Fiduciaire launched the format commercially around 2015 in partnership with tourist sites across Europe. They carry the legal denomination of zero euros, which means they technically comply with EU regulations on reproducing banknote designs while having no monetary value whatsoever. Germany has embraced the series enthusiastically, with Berlin alone accounting for dozens of distinct issues tied to specific museums, landmarks, and cultural events.
Oberthur prints the entire series at its facility in Chantepie, Brittany. The paper and security features deliberately mirror genuine Eurosystem production — same substrate, same feel.
