EuroSouvenir's zero-euro note program, administered through licensed distributors at tourist sites, uses genuine banknote paper and Oberthur Fiduciaire's full security printing infrastructure — the same firm that produces legal-tender issues for multiple African and European central banks. The notes are technically worthless but legally produced, a distinction that matters to customs authorities in some jurisdictions.
Bergamo joined the series following its designation as an Italian Capital of Culture for 2023, shared with Brescia — the first time the title was awarded jointly.
