The 0 Euro souvenir note program, administered through licensed regional distributors across Europe, has run since 2015 and now numbers in the thousands of distinct issues. These notes are printed by Oberthur Fiduciaire on genuine banknote paper with a watermark, which lends them a tactile authenticity that drives the collector market — they feel like currency because the substrate is effectively the same. Belgium has been among the more prolific issuing territories in the scheme, with dozens of tourist and cultural themes produced in short, numbered runs.
No legal tender status, no redemption mechanism. The edition size is the only thing that governs secondary market value.
