The EuroSouvenir program, launched under licensing arrangements with the European Central Bank, permits the production of zero-denomination notes as legal collector items — not legal tender, but manufactured to full banknote specification by security printers. Oberthur Fiduciaire, one of the few facilities authorized for this work, applies the same paper and printing standards used for circulating currency, which is precisely the point: the souvenir value depends on the note being indistinguishable in hand from genuine issue.
Barockschloss Delitzsch, a small Saxon baroque palace north of Leipzig, is an unlikely but recurring subject in the regional German souvenir note market.
