EuroSouvenir notes are legal collector's items produced under license from the European Central Bank, which permits the zero-denomination format precisely because it poses no monetary risk while satisfying demand for banknote-format souvenirs. Oberthur Fiduciaire, one of the few security printers authorized to produce genuine euro-specification paper with the full suite of anti-counterfeiting features, handles the entire run — the substrate and security thread are essentially identical to circulating euro currency.
Gaudí's basilica has been under construction since 1882 and remains unfinished, making it a peculiarly apt subject for a note with no face value.
