The zero euro souvenir note program was launched in France in 2015 by Richard Faille, who identified a legal gap allowing the denomination to be issued as genuine legal tender — technically valid under EU law but carrying no actual purchasing power, which eliminated any incentive to counterfeit them. Oberthur Fiduciaire produces them to full banknote security specification, including the intaglio printing and holographic strip that appear on circulating euro notes.
Barcelona is among the most reproduced subjects in the series, with multiple designs issued across different years — making edition and year distinction essential for collectors tracking variants.
