The EuroSouvenir program operates under a licensing arrangement with the European Central Bank that permits the production of legal-format commemorative notes denominated at zero — technically not currency, but manufactured to the same dimensional and paper specifications enforced for genuine euro banknotes. Oberthur Fiduciaire, one of the few security printers authorized to handle that production, prints these under strict controls that prevent any possibility of confusion with circulating issues.

This particular piece commemorates a wedding year — a niche within the souvenir series that sells primarily through gift shops and philatelic retailers in the Benelux region. Collectible by convention rather than by scarcity.
